There is a little float in the tank, kind of like gas tanks have. I;ve heard that some people just superglue the float to the top of the tanks so it's "always Full"!!
If it is a simple float switch then either disconnecting it or splicing the wires together should get your desired results. To bad it is not a variable resistor setup then it could be calibrated to get the desired results.
I noticed the other day that the light came on when there was a lot of fluid int the tank. I remembered a TSB from 80s that was issued for all ford vehicles about the float absorbing fluid and sinking. My 1986 EXP had this problem. It looks like Ford hasn't learned how to deal with the problem yet.

I have come here 20 years later to say THANK YOU for this tip. My reservoir is as full as I can get it and that stinking light still keeps coming on and yelling at me while I’m going down the road. This is a genius idea.
