F7 = Eaton model 13802 Two Speed Rear Axle / 5.83/8.11 / 15,000 lbs. Rear Axle Capacity
No front axle code. (Info per the MPC and Numberdummy: From '64 to '69 only optional front axles were listed. Starting in '70 all axles are listed. Thus in '64/'69 it's the standard axle, most likely to be a Ford 5,000lb capacity axle)
17000 = 17,000lbs GVWR
164 3800 = 164 Certified Net HP @ 3800 RPM
24 = Jacksonville District Code
