Is it possible to flip the rear axle without having to add a C notch?
Well measure the axle tube with pad to see how tall it is.
Then take that measurement to the top of the spring and see where that puts you for suspension travel between the axle tube and frame bump stop.
I am going to guess here and say you will not have the room and why the notch but I don't know for sure.

Happy Sunday everyone! I got the lowering fixed. No more vibration! I put in some 6° shims and it’s perfect.
I also removed the helper coils that were on there and it rides better than ever before. I would go so far as to say it’s smoother in the rear than up front. Not even joking! Thanks for the help everyone!

I’ll say one thing, I couldn’t get the wheels back on without having the axle dropped down hanging by the springs. Granted it’s 255 tires, not incredibly wide but they fit tight and I like it!
