I am really wanting to do an exhaust upgrade on my 351W. Right now I have stock exhaust headers on but I have an aftermarket pair from Summit. I am looking to get a loud deep throaty sound. Keep in mind I do live in California or else I would just straight pipe it. What are the best bang for my buck options? Should I just do a muffler upgrade or a full exhaust? Pros and cons of each?

If you have to leave your catalytic converter(s) in place I doubt you will get the deep throaty sound you want. When the muffler broke off my 300 cu. in. 6 cy6linder it wasn't very noisy at all. I realize the 351 is a lot more motor, but the catalytic converters will still quiet it down. If you replace your muffler with a straight pipe in its place that may be all the noise you can get. Just my opinion and guess. Hopefully you will get more replies.
Cali is your determining factor, are those Summit headers, cali compliant, I'm with 88n94, straight pipe with you having 2 converters to go through will keep it quiet, but, maybe just loud enough, before getting muffler, I also thought one member said Cali also had a noise level? may need to dig, and find out
Everywhere has a noise ordinance. Enforcement? Not everywhere.
Can't move or otherwise fool with the cats. You must have an exemption code for headers. I know Doug Thorley headers for 460s had and EO number, not sure about anything else.
Best leave it all as is and shop for a different muffler.
