There are 2 wires that run to the turbo on my truck I think I'm having turbo issues, with the 2 wire plug disconnected neither one has juice with the key on I checked all fuses I don't have any blown. Does anyone know the correct way to diagnosis this issue? Does the truck need to be running to have juice to one of them, do they not have voltage at all?
Any help would be appreciated.

Those 2 wires go to the EBPV (exhaust back pressure valve). Not needed, most delete it. Might be stuck closed. There is a rod that comes out of the actuator at the pedestal, see if you can move it to see if the flap if freely moving, you could also disconnect the down pipe and see if the flap is open or closed. Remove the intake boot and check your turbo wheel to see if it is sloppy or not.
