Yes, it is actuated by the column shifter down near the firewall.
Some of the better floor shifters have provisions to wire up a neutral safety and back-up light switches on them.

so is there a way to either bypass the switch or hook it up to floor shifter? its just a cheap mr. gasket shifter. or would it be easiest to get the parts and redo the column?

when i got the truck the column shifter was already removed (no clue why) and the floor shifter was installed in floor but not hooked to shift linkage. it is now hooked up but works backwards (park is all the way down). would i have to replace entire steering column to put it back to original? or can i just put in new linkage and shifter handle?
Either you have a reverse pattern shifter or the shifter is hooked up backwards. Some floor shifters have a neutral safety switch on them (usually crappy). You can buy an OEM neutral safety switch that fits on the transmission.
