2- having isduies with registration. Seems even yhough i purchzsed the vehicle from the company which owned n maintained and operzted it. The bznk that finaced it still has the title. Tried goin through the company. They gave me an account number. Which doesnt seem ti be correct.the business are indiffrent to my situation. I bought its my problem kinda thing. Bank of the west is financial institute that had the title or lien on the vehicle . Thry wont give me any information due to the fact im not the account holder. So now xhat do i do . The docume't dmv wanis documents i cant get from other parties involved because they arent cooperating.

This had been goin on since last year with no progress. Now the tags have expired as a result .
The other issue is a unique one. You could check out some of the many conversion companies and see if they have the various parts and panels available. Another option might be to check with local sheet metal fabricators. They may be able to build what you need. BUT, make sure the truck is yours first.
Check out the two California state chapters. I'd bet there is a member of three that either are police or DMV officer and can help you out.

If the car you are selling is less than four years old, you do not need to get a smog inspection. Instead, the new owner of the car will need to pay a smog transfer fee.
Just cut to the chase and get a lawyer involved. I'd bet a strongly-worded letter from a lawyer would wake them up . . . unless the vehicle is not paid off in which case they shouldn't have sold it to you in the first place. If it is paid off, the bank should have sent the title to them already.
Discuss with the lawyer the possibility of getting legal fees added to your claim against the seller.
Long term advice, no matter the state and excuses: Don't buy any vehicle without a lien-free title available before any money is transferred.
