Quite possibly the rotors aren't true. I'd measure the runout while turning it by hand to rule that out. I would also confirm the rotor thickness is within spec (I never trust anyone's word on a major safety item like this).
I agree its the rotors. Who ever cut them could have tried to take too much off in one cut or not mounted the rotor incorrectly on the lathe and not cut them square, I would plain on new rotors and be done with it.
I vote rotors as well.
I used Raybestos SP Performance and Bosch pads on my 2016.
Slots vent hot air, and Bosch pads are tough while dusting less.
Flushed and bled with Bosch fluid at the same time.
Stop on a dime.
You don't say if 2x or 4x4, but on my 2016 4x4, the caliper bolts are one time use, TTY. (Torque to Yield) New hardware is cheap.
