Its not an out-dated spec unless over head signage on bridges etc have ceased to exist?
What works in the city is far different from what works or is needed where street lights and such don't exist. We all need to assess where we're driving most often and build to that. Today there are so many add-on after market lighting choices there's literally something for every need or desire.

When I had my Denali XL, I installed some of the blueish color bulbs. I was traveling much then for work and really liked how they worked out in the hinterlands.....In city night time driving on a crowded freeway, it almost seemed like they weren't even on....
Some day I'll add some auxiliary lighting to my van in the form of LED for traveling should our future plans pan out. I live out in the boonies now, but rarely drive after dark these days except in an emergency..
I can't remember seeing any without their own lighting in years.
So I guess that means all the other posts here are now invalid? I live in a larger metropolitan area with plenty of freeway miles to drive but I also travel more than few smaller roads and streets with little to no street lighting even on over passes. Those signs would not be visible without the upward projected light from DOT-approved headlights.
Not "everyone" "everywhere" experiences the same situations which is why vehicles are built as huge compromises. If we individually find it prudent or necessary to alter them to suit our uses that's fine---it simply doesn't apply to "everyone" "everywhere".

The owner and products of Vantage Optics is fairly well known in the mini-RV or "adventure van" world where so many E-Series are converted to 4x4 and run a lot off road or in remote camping areas. They're basically hand made to high quality using higher-than-stock output projector lamps in most cases. They're not cheap but they suit a purpose and can be street driven without issue too.
