Only a guess but is it or could it be dental tools..? Or surgical clamps..?

It's an air cleaner wingnut retrieval tool. Ford part number C7de-9025-B. It's application is to carefully remove the wingnut when it falls down into the intake manifold. The tool is paired with a pocket guide to shouted sailor curses and sold at participating dealerships and parts depots.

Wouldn't a wingnut be off long before there was any entry ways to a manifold..?

That's a good one Wayne. Tom sure can spin a yarn or two. And for those that know about those two publications, they are satirical, and very funny.
