ok I think you mean TIRE size and not wheel size
the 70 and 74 are aspect ratio which is the height of the sidewall divided by the tire's width
I think this may translate to a 74 being taller than a 70 but I am not sure

The 225/70= Sidewall is 70% of the width; so 225 X .70= 157.5 MM sidewall height
the 225/74 would be the sidewall is 74% of the width, so sidewall height woulld be 166.5t MM
So the 225/74 *Should* be 9 mm greater radius, or 18 mm total height difference.
