Got it thanks. I'll stick my nose in there a bit further and see what the story is. From the NLA OE retrofit kit some wiring had to be added, but my truck seems to have all of it, unless I am fairly confused.
That added recall wire has a fuse, if it is blown then the little sender connected to the master cylinder is bad (or the fuse would have not blown). I have seen this
TWICE on my truck... So twice it would have burnt the house down without that fuse...
You can replace that sender without bleeding the brakes, just take it out and put a new one in.. then replace the blown fuse.
Depends. Again, I don't know how inclusive things like ForScan or Torque (the more popular low-buck options) are and if they show cruise control data. I use either of them regularly just because of the user interface and portability. However, I KNOW that the Ford NGS scanner includes this data and I use it specifically for things that aren't shown on other scanners (like electronic shift on the fly problems; ESOF 4x4 data). I've had AutoEnginuity for about a decade now and would have to assume that it's been better than 5 years since I've used it for diagnostics although it did do a PATS relearn on a 99 Explorer about a year ago that the NGS wouldn't.
well I won that NGS on ebay, some other fool wanted it, but I wanted it worse, should be here in a week or so.

NGS came today, with 2 modules, and a box full of cables, no manual, no instructions... Do you know where I can download the user manual for this tool?
No but it's fairly intuitive. Hopefully it came with correct-year cards.
Power Point or cigarette lighter cord and the 16 pin DLC connector are all you need. Navigate the menu and go to vehicle selection then go to the diagnostic menu.

Looks like I bought a dead tool for $423, contacting seller, etc... does not turn on, nothing lights up, and I did not get any cards with it. I see another one, Rotunda Ford 007-00500, from a different seller, looks very similar. Will this do what I need?
