It's been to long since I studied up on the law, I know it doesn't have to meet current standards but everything must be connected also a belt on the smog (air) pump. I know when I lived in Dallas Back in the 90's a lot of people plugged off the lines and gutted the smog pump. Those little buggers would lock up and take all 4 belts off the engine. I had a '85 F150 at the time. If you had duel takes it worked quite well run one tank out change oil and filter, put 5-6 gallons of gas and 6 quarts on Alcohol in the empty tank, turn up the idle screw till it idled well go get your sticker. then fill the mixed tank with premium fuel and run it till the idle speed got raised turn Idle screw back down to normal and drive as usual. Or move to a county that doesn't require testing.
I am not promoting breaking the law in any way. I am just saying what some people have done.

Thanks for the reply TJ. I stopped at an inspection and quicky lube place today and asked. I didn't get the vehicle age limit, but when I ask him specifically if a 1983 needed to pass emissions testing and would catalytic converter need to be replaced to pass the test if it had been removed. He said they only test for safety issues.
I knew some older vehicles were exempt due to parts no longer being available but I couldn't remember how many years it went back.seems like it was 20 but I couldn't say for sure. I left DFW in 1999 to move back home to 35 miles south of Abilene, However the wife got tired of the drive, We both worked in Abilene but our shifts were different so we each had to take our own vehicles. So in 2007 we moved into Abilene. I miss the country but the wife doesn't.
