Dumb Question on Turbo

Got a dumb question on turbo. When engine on does is it always run, supplying combustion air or does it only run on demand according to preselected engine criteria?

Told you it was dumb.

The turbo is always turning, whenever the engine is running. It will only develop boost when the exhaust pressure is high enough.
