You're in uncharted territory here. That year Vic never had a small block Ford in it.
I thought that only Explorers and Mountaineers had 5.0L engines by 1998. An F series truck would have had a 4.6 or a 5.4 modular engine.
The Crown Vic was an early adopter of the 4.6L in the early 90s. Did the frame of a Crown Vic change much, if at all between then and 2004? The body never changed much. The classic small block 5.0L in an even earlier CV had a double sump pan. The same pan as a Mustang I believe. The front sump was needed to house the oil pump. The later modular engine needed no such accommodation as the oil pumps are completely different.
If the 1998 5.0L engine in question is not from a truck but from the Explorer or Mountaineer then yes, who knows? If the engine is a modular from a 1998 truck then any CV pan from say 1993 on should fit this application.
