This is a 1969 F250 4 x 4 with a service body.

Easy. With the key on, ground the fuel sending unit lead temporarily. If the gauge pegs, the gauge is good. The next culprit is the sending unit which is probably caused by the float being full of fuel. Take it out, and shake it. If it sloshes, it's not good. Otherwise the sending unit is bad. You can check with an ohmmeter through it's movement range.
