Ok, new everything, including 1/2 inch braided pvc for venting...cannot put a single drop of fuel in rear tank unless I drive up on block to lift rear of truck 6-8 inches...even then, have to dribble it in. Any suggestions aside from replacing entire fuel system with newer style... 1984 F250 6.9idi 2wd T-19
You have a diesel, which is worse than gasoline for foaming. Going to a newer setup won't help much, my 1989 had the newer setup and I could not get fuel in it either. What fixed it was to redo the vent system.
On your diesel, you have a small vent that just has a small rubber line that runs over and clips to the frame. That is to let air in when the engine is pulling fuel from the tank. What I and other people did was to drop the tanks or pull the bed, and take this small vent line off and also take the plastic roll-over valve out of the top of the tank. Leave the grommet in place. I found a 1/2" or 3/4" (I forget which) copper elbow I had laying around fit snug into the grommet. So I used that and a short piece of copper pipe soldered to the elbow, and ran that across the tank, and then slipped a piece of rubber hose onto that and ran it over and tied it up out of the way. I put piece of screen on the end so bugs would not build a nest down in it.
After that, I can fill almost full force from the fill station on both tanks.
Guess I'll have to live with it...have had bed and tanks off too many times...this is it. Might try and tinker with the fill tube positioning...if I can get it higher than it is, might help some...
Just had a thought...might see if a drive vent off a big truck might be able to fit that grommet...naw...not enough capacity...will see what I can figger out without pulling the tank or bed...

Good luck
I had to drop the rear tank because the new sending unit stopped working. I did not want to remove the bed with fresh paint on the truck and no easy way to lift it,.
I also did not want to remove the filler door, again fresh paint, so I left that hooked up.
I was able to sneak the sender out of the tank, found the float was bad so installed an old one and got everything back into place.
When I filled the tank is when I found it did not want to fill like it did when I first installed the tank. I think the vent tube slipped out of the holder either top or bottom but don't know for sure?
I have found if I lift up on the nozzle it will fill pretty good till full, side tank I don't need to do that to fill it.

You may be able to mess with the front tank without pulling it. I can see the top of mine if I carefully stick my head between the driveshaft and the tank. There is room above the front tank. The rear tank is the one that is tight. That is why I used that tight copper elbow, there is little to no room on top of the rear tank.
