thanx for the "knowledge"....however real world experience @ the Ca. DMV trumps your CVC code book.......DMV employs humans who ask questions to raise fees for the state with yes and no questions........the wrong answer is to bring your truck to the dmv office without a shell on it and get classsified as a commercial vehicle........
when I get around to registering my "new" 2000 f-250 diesel 2WD @ the dmv it will have a shell bolted to the bed.....California is a MAJOR rip-off state...
On my F150, I have D/P plates....commercial D/P plates. I got these plates years ago....when they came, the white slip said "commercial."
I asked the SoCal Auto Club (Whittier branch) in Nov when I bought '07 tags if a tonneau cover (which I have) would exempt me from commercial plates. They told me, "No...you have to have a camper shell."
What gives?

My dad is "like" you..DP plates......toyota tacoma..he's an amputee of half his leg....
He has a tonneau cover and pays Commercial rates to the DMV like you...
how not to..?.......buy a cheap shell off Craigs list or recycler.com and got to dmv with shell or AAA and get re-registered @ Lower rate........
If you know someone who owns a junkyard, or salvage yard, you can sell your truck to them. They can then put a lien sale on it, keep it on their property for 30 days(with a Certificate of Non Op also filed) and then sell it back to you. That would clear all the back fees. Have not tried it myself yet, but have heard it works.
$2,200 for five years of back registration, and penalties is insane. So is the "penalty assesment" that california tacks on to any fines you get. The fine is $400 and the penalty assesment is 75% of that, so you end up paying $700 for a $400 fine. :-( If I could afford it, I would move out of California.
When I register my '76 (which I just paid off from my neighbor last week) It will have a 15 foot slide in camper on it when I take it to the DMV.
