Alternator Excitor

I have read every post on the forum in reference to the alternator excitor but still have not been able to find the answer to my problem. New alternator, starter solenoid, battery, and battery cables but still can’t get the voltage to read above 12.89 with engine running. My question is, how do you test the excitor wire to make sure it is working? Is there anyway to bypass the excitor but still kick on the alternator to charge? I know it’s going to be simple but I can’t figure it out. Any help would be greatly appreciated. Truck is a 1988 F350 4x4 460 automatic. Thank you.

Is the 12.89 with the head lights on high beam and the heater blower on high fan?

12.89 with nothing on then goes to 12.62 with all of those items on.
