Seems like the head was a 5/16" hex. I used a ground down 1/4" drive 6 point socket.
But all auto part stores sell a tool for those screws.
You might want to watch this video. Its for a newer truck and it has a remote mounted ICM but the PIP works about the same way.

Good video. I was trying to do a similar test with the top wire on the module. I am getting 4V on that wire, and I think he says 4-5V is what the normal value would be.
I guess I am losing connection when I plug the harness in. I will give it a try with something like a T-pin as he did in the video.
Went through the checklist. Looks like a bad ICM.
I ordered a new motorcraft ICM. Looks like distributor needs to come off. Intake manifold is blocking the rear bolt that secures the ICM.
I guess switching the location of the ICM over the fender for later models was a good idea.
Can't you just loosen distributor and rotate it in place until TFI screws are accessible?
I actually ended up doing just that. Put a couple marks on the distributor, tried to put it back without messing the timing, but it seems the timing went slightly off. Gotta grab a timing light.
