I have a 2000 e450 motorhome with the v10. the airbag light is on steady, no blinking. Hooked a scan tool up to it. I can read dtc and abs codes but the scan tool says no communication to the airbag system. Checked all related fuses. All are good. it has to work per my state inspection laws. What are the common issues I need to look for? I looked at all the wiring I can follow from the electronic crash sensor on the passenger side kick panel to the driver side and found no issues. I used a test light in the connector for the electronic crash sensor and only got one pin to light up. Please help!
Do you think a local auto parts store can talk to the air bag module? Is your scan tool supposed to talk to the air bag system? I know most of the cheaper ones don't talk to the driveline and other special systems on some cars and trucks.

I used two different brands of code scanners. Both were able to communicate with the dtc and abs but not airbag. They both had the capability of diagnosing airbags
The ABS and the SRS systems share the same communications bus at the DLC. If the scan tool can talk to the ABS system, it should also be able to talk to the SRS system, assuming normal operation of both systems.
If the SRS doesn't have proper power, then that could well explain the issue of the light being on and the lack of communications.
Also, since they both use the same pin, would the abs system backfeed into the srs? I do have a abs code. Front left wheel sensor. Surely they would be separate.
Sorry. Have another light bulb going off. So, if the plug is supposed to have a hot all the time and a hot when the key is on, wouldn’t that mean the problem is between the plug and ignition switch? The only time I get any power is when the key is on. I get nothing when the key is off.
Check that you are getting the correct power on the correct pin at the correct time. If it doesn't have the correct power, it's doubtful that it will work correctly.
Airbag situation fixed. There were 2 fuses for it. One was missing. I didn’t see the second fuse for the airbag system. Position 19 AND 38. I stopped looking when I found the first one. Thank You all for your help!!! Very much appreciated!!! Master mechanic here!! Not. Lol
