Usually you tie those to your headlight switch. Get a 12v tester from your parts store. Pull the switch. Find out what connection is hot when the parking lights are on (the dashboard guages come on when the parking lights come on) and tie into that wire.
Of course, you'll want to disconnect the battery prior to hooking it up. Safety first.
