I towed the smallest UHual two Axle through the mountains from Virginia to Kentucky. When I was going downhill and braking the truck would downshift and the Engine would Rev. one time it went to 5 grand. A little bit scary for a Flat Lander. I was not using the Cruise Control. Was this normal. Also after I dropped the trailer off and headed back home it did this while using the Cruise Control, but not as severe Engine Revs. The trailer brakes were working fine and I had no problems with the trailer or the way it was loaded. I have a lot of experience towing trailers that were owned by a Company I worked for in the past, they had Electric Brakes, and I’m tuned into the slight tug they have.
I was in Tow/Haul Mode, and did not use Cruise Control while Pulling the Trailer. I used it on the trip home. That turned out to be very interesting, we Routed ourselves away from any major cities, due to the Protest that are going on. Drove into a mess, several years ago, on an Interstate. Never again!
Even unladen, tow/haul mode will downshift and provide engine braking. I use it descending long/steep graded to stay out of the brakes.
A downshift resulting in 5k+ RPMs isn't an issue or cause for concern.
Full engine vacuum at 5k+ might suck up some oil

A long 7 or 8 percent grade maybe....other than that I would drive it, not giving advice, this is just me.
These parameters are designed into these trucks to keep novices safe, at the expense of wear and tear on the truck, let it work as designed, everybody's skillset and experience is different.

I would agree, full vacuum would pull up some oil at any RPM. TSB-2365 address this issue during DFSO to keep the throttle blade open to a level that mitigates oil consumption. I use tow/haul frequently and have seen no noticeable consumption once this TSB was completed.
