What situation? Thats the high idle solenoid for a cold engine. You press the pedal down to engage before starting and it will drop back to low idle when warm.

Somewhere i found that should touching yellow "pin". I am new owner and still don't know what is what. Not too much 7.3's here.

That's right where most of them sit. It's for the high idle.

I remember another guy here with a van that had trouble finding the ecc relay, iirc one place it could be is behind one of the kick panels in the interior.

Maybe he'll chime in if he ever found his
