The video's URL you posted works but it doesn't show the compressor engaging etc. I would think the pressures are already too low, if the compressor won't kick on that usually signals refrigerant level needs to be checked. The high side gauge shows "needs service".
We'll assume you've already checked for potential electrical issues like blown fuses, the compressor not receiving its signal etc etc.
