Hypothetically, If a person lives where there is no testing (ie Alberta, Canada), but hopes to travel all over USA and Canada. If he were to remove some parts from his truck would there be anything to worry about as he travelled (while towing a 14,000# fifth wheel). Driving responsibly, no black smoke, etc
Essentially - is there enforcement for out of state/province personal vehicles? Would a person need to pull into weigh scales for inspections while towing a personal fifth wheel that heavy?

Depends on where your driving. Ive heard some **** states require RV to stop at weigh stations. Ive never been thru a state like that. I stay away from **** states like California. Stay away from the left coast and upper east coast and all will be fine. Ive been across most of the country with my 42ft 5er and missing parts from my truck.
You shouldn't have any issues.
Many here will try and scare you into not removing parts. Lots of scare comments with zero proof to backup the claims. For those people its the, I don't want you too so im going to try and force change on everyone else to fit my ideology & world by any means necessary.

Can’t speak for th Great White North, but here state side, when puling your RV, just roll by DOT inspections etc like they are not even there (As long as your rig is legally licensed in youur home province) Everything I know of down here, RV’s are exempt.
And plastic straws. They have shoot-to-kill orders if you're caught with a bag of straws. They just leave your carcass on the side of the road as a warning to others.
Most states its a combination of either exceeding 25,999lbs GCWR for truck and trailer or towing a trailer in excess of 10,001lbs GCWR. Its not just California, I know New Mexico, Colorado, Oregon and Washington are also highly sensitive areas and I have had to stop. The signs in New Mexico do say Rental Trucks and RV's must stop.

@ford390gashog I don't remember seeing signage in CO saying one needs to stop. Where were you when this happened?
