I have 4.5-5.0v at that pump. 12 coming out of new relay and pigtal for relay. Fuel pressure is 35 psi at fuel rail. Could be the reason for hard cold starts?

I'll double check that voltage tomorrow. I think 35 PSI shouldn't be a problem. I'll check my notes on the pressure. I just ran a fuel pressure test on my truck a few months ago.
My truck is a good running (and starting) '86 F150 5 EFI

My notes show 35 psi looks good. Wiring diagram shows 12v to main pump.
