Looking at where the fuel lines were run the problem was pretty obvious. You can't expect to pump fuel through a pipe that is dang near perfectly horizontal. The filler cap was just under the edge of the bed on the left side, and what was funkier - the feed pipe was 1 1/2" PVC!
What I have done (and it should be complete today) is to first go get some 2" thinwall aluminum tubing ($2.25 a pound at a metals supplier) and re-route the fuel filler pipes fore and aft to the front of the bed. The joints are 2" ID rubber hose.
There is a ninety degree off of each tank, then they come straight forward along the frame of the flatbed. They take a ninety degree turn just behind the cab, and another ninety brings them out and up 12 to 18 inches on both sides of the cab.
The uprights are secured to the front wall of the flatbed with U-bolts (or they will be once the fastener house I deal with opens).
This larger diameter tubing and the significant DROP from the fill point increases the flow rate on fill up so that I don't have to worry about fuel splashing out all over the place when I fill the tanks. It also provides a bit more tankage because the tubes themselves will hold a few extra gallons of diesel.
Dont forget ya have to vent the air out of the tank some how a stock setup has a smaller tube that runs in the filler tube to let air vent. If no air vents it will be a really slow fill up.
