The suggestion to filling the oil filter is a long-standing precautionary procedure to get oil to the system as quickly as possible. All you're doing is pouring oil into the filter before you screw it on. It should go without saying that you can do this only when you have a vertical oil filter with the opening at the top. It has never been proven by anyone anywhere that failing to do this actually causes any problem whatsoever. If you don't do it, the engine is running for about five seconds without fully-pressurized oiling. Again, not enough time for anything of consequence to occur.
As to your suggestion on finish filling the system after running it. Not necessary. Put the full fill in.
