There is a book called C.P.I. (Meaning Cars of Particular Interest) published by the same company that publishes the little orange colored pocket sized NADA price guides that all the dealers seem to use.
I think a search for NADA would turn up the publishing company.
C.P.I. has a condition rating system of 1 thru 5, with a written deffinition of each in the front of the book. 1 means an absolutely perfect show car and 5 is a parts car. All values are based on stock. They show Fords for example clear back into the '32's, and I'm quite certain the Effie pickups are in there.
I think this little pocket-sized book is fairly well regarded as an authoritive price guide and should give you good ammunition for the tax boys.
In Colorado, all you need is a reciept from the seller you bought it from. I took a reciept for a '54 F-100 pickup in to them showing I paid $100.00 for it. They didn't even blink and charged me $6.50 for sales tax. They have guide-line books for vehicles back to about 10-years old, but older than that they just seem to go by the reciept system.
