I received a $2500 PCO and will probably (I said probably) not use it (Expires 01/02/20). Hate to let it go to waste, but the PCO clearly states that it is not transferable out of my household.
So why do I see all the PCO wheeling/dealing going on?

Nah, I had no luck with brochure requests either, actually there are many people who've tried and not recieved anything. The only PCOs that I've recieved were random pop ups. That was before any brochure requests.

The so called "wheeling/dealing" that you are referring to has to do with online pop up PCOs. They are not associated with a particular person or household until you claim it and fill in the personal info.
