Scanner can't connect to Ecm

Scanner can't connect to Ecm
Hello
I took my 2000 F550 with a 7.3 to a shop today. I wanted him to check on my pressures.
When I went in to talk to him later, he said that his Snap On scanner can't connect to get into the ecm to check the pressures.
I have Forscan on my laptop and I can get in and do some tests and other things so I don't understand why his scanner can't get in. He said he could get in to the Gem and the Abs.
Any thoughts or reasons you may have from experience?

If he can get to the GEM and ABS then the DTC port should have power.
I know some superduties don't like my snapon verus pro scantool. Sometimes retrying works, sometimes I have to grab a different scanner.
