If both are 4.0 SOHC, yes. You will have to keep all the intake and exhaust in the 2009, along with any electrical connection, and possibly front engine accessories. You will have to swap over the flex plate, maybe the starter.
The object here is to keep the '09 computers thinking nothing has changed.
Depending on how many miles are on the '07 motor, you may consider guides and tensioners while it is out.
