I can get 16s in 31.7 or 17.5 in 31.6 tall.

May look at some 19.5s. Worth it? Something in the 32.5 range would lift the trailer around an inch.
I got lucky when I converted to 17.5's. I got 4 very slightly used Michelins for $200 and the rims new, with the right offset for $400. The problem I think you will run into with 19.5's are the rims. Finding the right offset, bolt pattern and reasonable price might be a challenge.

Yeah I think I am going to be stuck using the sizes posted in 17.5 or 16 inch rim.

I will see about getting the axle blocked or add a leaf as well. I can just run a 2 inch taller trailer ball after readjusting the coupler if I ever need to pull with a 2wd.

Exactly why the Sailuns have earned such a following, they are built as an all steel commercial truck steer position tire and branded as an ST to reduce the tariffs on them. They fit most RVs that came with 16" and some that had 15" factory rubber, like my TT, and offer far greater strength and durability than the cheap Load Range D or E tires common to that application.

Well then you haven't been running very good tires. The Goodyear G614 are 16" Load Range G tires with maximum inflation pressure of 110 psi. They are OE on many top-of-the-line trailers and last a heck of a lot longer than "a couple of years". I just changed my first set off of my Hitchhiker Fifth Wheel after 8 years of full-timing. Not because they were worn out or showing any signs of deterioration, but because I don't run trailer tires longer than that.

There aren't many good ST tires that hold up to heavy towing, hence the term Chinabombs (check any RV forum). A good friend, whose brother is an RV tech, said they had 75+ RV's in for tire damage in one year and they had every kind of tire known to man (Carlisle, Maxxis, Goodyear, no names, etc.). I live in cattle and hay country and 2, maybe 4 yrs is all we were getting. We are going to 17.5's, LT tires or the few ST tires that have a recent good reputation. I don't know anyone that has used the G614, but the newer American made Endurance tires have a good rep (the Chinese ones suck). Sailun and Gladiator's apparently have a good rep. The Gladiators on my dump trailer have a little bounce to them, but have held up well for 4 yrs.

I just saw the Goodyear Endurance comes in a 255/85/16, which is a hair over 33" tall.

Heck that might be the ticket there.

1 inch block lift on trailer and those would be 2.15 lift.

If I ever need to pull with a 2wd can just do some tire swapping and run a highrise ball.
