Yes it would, or the seal that goes in the booster itself could be bad. The squealing could be from sucking air.
On my 82 the seal was bad. It was split inside the booster where the seal overlapped the inside of the check valve hole. It looked fine from the front when you pulled the check valve out. Then I removed the seal and it almost tore in half. I had to be carefull to keep ahold of the piece that was still inside.
so I can just buy a new check valve , does the seal come with it? I'm assuming it is the check valve because you would think that if the diaphragm in the booster was gone it wouldn't emit such a high pitched sqeal like it does.
I bought the check valve and seal at NAPA. You had to buy the valve to get the seal.
With the engine running, so you have vacuum present. Grab onto the check valve and rock it around to see if the squealing changes any. Just poke and prod good in that area.
