Window wiper trouble

Window wiper trouble
97 ford f150 4.2. My window wipers still won't work even after I replaced the motor then I checked all the fuses the only one blown is the cig lighter I doubt it has any thing to do with the wipers they are the only thing not working I unplugged the relays an turned the switch no noise plugged them back in and they make a clicking noise when I turn the switch on an another noise when I get to the highest setting that mean the Relays are still good or what cuz I am out of ideas and I will need them one of these days to get to work any ideas would be greatly appreciated thanks

Update turns out my uncle didn't plug the motor in but could have sworn he plugged it in should have checked it in the first place.
