Navigator 1999 AWD problem

Ok, there is few possibilites.
-someone have change front axle, there is vacuum disconnector
-someone have changes dash 4x4 switch, there is 3-pos switch
-someone have install two vacuum switch in firewall, I don`t find any wires to them, they are not connect now.
-the car ein`t 1999 model? There is SOHC V8, isn`t all 1999 model where DOHC V8?

The VIN 5LMPU28L2XLJ00521 indicates it is a 1999 model when I look it up online:
