they are steel. not heavy steel but they work just fine and stay in place for me. I have 2 of them and keep them in my toolbox until I need them. I think you will find that all these ratchet style, low cost bars are pretty much the same with different names on them. They are all probably made by the same manufacturer.
Looks identical to the Reese. I use it to keep storage containers in place. FWIW, I have a tonneau so I cannot attest to how well it would hold up to the elements. I'd venture to say, not well. But 15 bucks is 15 bucks.
