I've intermittently seen peoples comments on the dreadful tailgate opening on its own and thought, glad i don't have that issue.....
Today i was returning a rental skidsteer and trailer with adjustable pintle hitch, 100 mile drive. i stop at gas station on arrival and discover tailgate is down, it was resting on the plastic portion right across the camera lense. It broke whatever holds the camera as it was ~jiggly~ at least it wasn't on the metal portion of the tailgate. what i thought was odd, was there was never a dash light to notify me the tailgate was open. Isn't there a dash notification when the tailgate opens while driving?
One would think that this would be a must to have a notification even if it just popped up like tire pressure does - sounds like since I tow , I will have to put a WTF work around
Its always the bottom line -money- remember the gas tanks that were exploding when hit from the rear ford calculated that it was cheaper to pay some of the people involved rather, than fix the issue. It happens all the time, fixing something or doing a recall is very very expensive.

Yep, like you said, it comes down to money.
Generally, recalls are only done for safety issues (example: The block heater cord. Could cause a fire and burn down your house at night with you in it). Lawsuits by owners due to the manufacturer not doing anything could cost 10-fold more than issuing a recall. A tailgate popping open while driving isn't going to hurt anyone in the vehicle.

Do you know what caused it to open? Where was your key fob? I don’t keep mine in my pocket when in the truck, for exactly this reason.

Has similar situation where the tailgate opened while I was connecting my boat. The tailgate hit the trailer tongue and cracked the black housing that holds the camera. Thankfully the camera still works. I figured the bed cover impedes the tailgate from fully latching in. Do you have a bed cover?
FWIW, my tailgate does not open with the key fob.
