Since the horn works then I will assume that the cruise buttons are getting the 12 volts. There's only 3 things that I can think of that are bad. 1-Cruise control module. 2-Cruise control servo. 3-Wiring between the buttons, cruise module and servo. I don't have my Chiltons manual with me. I don't know where the cruise module is. The servo is near the throttle body I believe. I reccomend a Chiltons manual as it could tell you where exactly these items are. The servo can go bad since its electro-mechanical, and you can get get these from most Ford vehicles in junkyards if that vehicle was equipped.
That is the servo. I have my Chiltons with me. There are three componets. Speed sensor, Amplifier (Cruise module I mentioned), and the servo. If your speedometer is working fine then your speed sensor is good. That leaves the amp and the servo. You already found the servo. Book says the amp is behind the instrument panel. Either of which can go bad and cause your problems. Your best bet would be to snag these pieces from a junkyard. Any Ford vehicle equipped with cruise should work with yours. Be sure to get these from a vehicle as close to 95 as you can get. Would be chaeper than a parts store or Ford.
tried a servo from an explorer it didn't work to well shifting from 1 to 2nd felt like somebody hit you from behind i drove just far nough for it to shift and backed it back up and got my old box back on

nope shifts like its suppose to. If it was shifting like that i wouldn't drive it cause it felt like somebody hit you from behind bout 35 mpg although i am gonna change tranny fluid and filter in a few days.
I had a cruise control that cut out when I used the right turn signal- turns out the bulb on that side was burned out. Something to do with the brakelights I guess. Goes to show there are lots of connections to the CC, not all obvious.
