Unhappy Idle problems

As you see I drive a 2000 expi 4x4, and the other day at a stop light it acted kinda funny... After I came to a complete stop the RPM would rise and fall over and over untill I put it in park, or jam the gas. This does not happen EVERY time but often enough to be very aggrivating. And also when starting, the idle speed will (every now and then) rise very high, (for about 2-3 seconds) and then go to normal. and twice a puff of white smoke came out of the tail pipe. can anyone help me?!? My best friend and I are thinking about the throttle position sensor, but at the tune of $32.00 I wanna be sure...

2000expi4x4 the only way to be a little more certian about the tps
on your expy is with the key on & engine off the base line voltage
on the tps needs to be established if you are out of specs you could then try to adjust it to correct specs. The voltage should be
observed with a digital volt meter not an analog one if you use an
analog one it could feed back into the tps circuit also the voltage sweep on the meter should be smooth & not jerky by this i mean
now this is just an example .04,.05,.06,.07,.08,.09,1.0 not .03,.07,
.09,1.3 this would be also done with key on engine off you will need an assistant to work the pedal to monitor the voltage sweep.Now this would be an indication of a possiably bad or incorrectly calibrated one so just check base voltage to see if it just out of calibration.
