4x4 Switch not working

The switch to put my 99 expedition (100k) into either 4 high or low does nothing anymore. The transfer case does engage when on slippery surfaces while in awd, but I need to change to 4high or low on occasion. The light does not come in on the dashboard. When my tranny was replaced the tech verfiied that those settings do work on the transfer case, and suggested there was an electrical problem from the switch to the transfer case.

Any suggestions on how to diagnose?
