12v cluster question

12v cluster question

Am I correct to assume that this is a 12v conversion, either factory or dealer?
It came from a 1953/54/56/57-mid 60s vannete van.
The wiring looked unmolested.
Note 6v cluster in 2nd photo..

I need to know what is that block that feeds all the gauges from the acc side of the ignition switch(yellow tape on the end)
I'm trying to convert my 6v cluster to 12 volt so either this cluster can be my guide or I can just reuse it after i clean and replace what's needed.

Edit.
I notice the tape didnt appear in picture.
I did circled the block in question and the wire that goes to the acc post.

Possibly a heat delay fuse for the cluster or headlight time delay fuse

these type fuses would reset when cooled off
