I removed the guage cluster to ford the no radio and window issue. Now the THEFT light blinks rapidly and the tuck won't start. I only have one key.

I pulled the guage cluster to fix the NO RADIO NO WINDOWS issue that is common on these trucks.
I tried starting it with the cluster removed. NO START
I replaced the cluster....crank but no start.
I noticed the THEFT light flashing rapidly.
Tried removing the PATS fuse.... nothing
Tried turning the key forward until the THEFT light stopped flashing, then removing the key for 30secs. Attemted to start.
Nothing.
Disconnected the battery for 3hrs. Nothing.
So, when you removed the gauge cluster did you have to lower/remove steering column? Did you confirm you didn't pull or damage any wiring? Did you check to confirm all connectors were reconnected? Have you tried to disconnect the battery for 30 minutes to reset pcm?
I am a firm believer that when you do action a and it creates issue b then go back and undo action a.
You are not providing enough information for anyone to really help you.
You may have to have the anti theft system scanned for codes. My guess is that you damaged the wiring to the sensor at the ignition lock cylinder. It is not detecting the key.
I did lower the steering wheel but only with the factory adjustment lever. I didn't unbolt anything.
Tight fittings, check. Battery disconnect, yes. 3 Hours.
Yes, i backtracked my operation.
Busted or pinched wires? No. Checked.
It's what i don't know that's killing me here.

OK, here is a experience I had when changing a 6.0 in a '04 F350 a couple of years ago. I got the job done but the truck wouldn't crank. I figured I had a wiring issue with ignition switch so I started it with the starter wire under the hood by the right hand battery. It started and I went about my business checking for leaks and looking for anything that might have been wrong. I left it running long enough to get hot enough to open thermostat and make sure coolant was full. The next time I tried the key it worked.
I still had some housekeeping duties under hood and I created the problem a second time. Again, starting it with the starter wire and letting it run corrected the problem. It never happened again after the second time.
I don't know why or how it corrected itself when I manually started it with the wire under hood. All I know is that it still works today.
Try it and see. The truck did have remote start and I am not convinced it had something to do with that module but in any case I was able to start it.
2005 Excursion has PATS Securilock "chip key".
"Theft light blinks rapidly" = PATS got borked when you moved parts around.
You can fix it yourself for almost free cheap with Forscan if you have a OBD2 connector and a Windows computer.
Otherwise you will need the services of a travelling locksmith or tow it to a Ford dealer.
Just before loading it onto a trailer to take it to the dealer AND after much tial and error i found a block fuse laying on the floor mat. I had pulled in order to better access a port beneath it, trying to jump some power to radio/ windows.
