Temperature Gauge Issues

Bought a 2002 f-250 7.3, ZF-6. Temperature gauge wasn't working. Bought a new "temperature sensor with gauge" Cluster gauge went full hot really quick, and the check gauge light would come on. Then after the engine would get to full operating temperature (as other sensors tells the PCM checked with Snap-on solus scan tool) gauge needle sits at cold and the check gauge light stays on. Bought the Motorcraft SW5130 Same results.

Put a jumper wire in the connecter and it turns on the check gauge light and needle is at cold as if it were warmed up. Ran it unplugged think it was short to ground and would climb unplugged, but no it does not seem to have a short.

Not sure where to go from here?
