Remove the head rest, flip the seat bottom up to aid visibility, look back there and you'll see the catch, release it along the right side (right side looking rearward). Its kind of a pain in the a$$ the first time.

There are YouTube videos that show this. They can be helpful in showing what you're looking for. A long box end wrench works well to release the catch.

Thanks for the link. I believe the initial design was by Builtright Industries charging $30 + shipping. These are now on Amazon for $15 or less and Prime shipping. Good deal.
Once I got the seat released, I removed the latch mechanism on the back of the seat. Now the seat folds down easily when I need to get back there. It never folds down on its own while driving, so I see no down-side to doing this.
Opinions anyone?
My new 2019 seat wont latch so it is easy to release Now if I could just figure out why. On the latching mechanism there is a black insert that looks like it is not supposed to be there preventing it from latching. It is molded in there so I am not sure if I want to take it off and try or just wait for the dealer to looks at it.
You may have to either move the latch bar or at the same time slightly raise the lower seat portion at the same time you are trying to latch the seat back. I had the same thing occur after installing my Builtright Industries (Made In USA !) hardware. After that 'adjustment' latching the seat back was a repeatable exercise.

I just went through this last night. I thought the same about the black insert, but it's supposed to be there. I feel it's some sort of rubber cushion. I got the seat back to latch by slamming it back, HARD. Now I'm not sure why Ford would install a seat release on one side and not the other, but that's the way they did it. I'll likely install one of the commercial seat releases that are available, but I'm betting it's going to be a pain getting the seat released again for the install.
