03 excursion xlt 5.4 starting issue
Hello I have a 2003 Ford Excursion 5.4 2wd . it has been sitting for about 5 years just sat on concrete with no issues when it got parked . I want to have it running because its AWESOME! at first it would turn over but no start . I checked the fuel pressure no pressure . Bad Fuel Pump. I replaced it and now it has fuel in the lines but still no start. I also replaced the crank sensor on it . Some new symptoms have popped up as well . The starter relay will click for about 2 minutes then stop and the throttle body seems to be clicking as well .

Sounds like a dead battery and bad fuel.
Did you dump out the old fuel out of the tank when you changed the fuel pump?
If not, you need to do that and purge the old fuel out of the fuel rail and probably clean the injectors.
"Clicking starter relay" sounds like a dead battery, or engine is locked up and not turning over.

Could be the starter is locked up with corrosion from sitting, can run a jumper cable down and tap the hot and see if it spins, or pull it out for a similar bench test. It is a lot easier to see if it wants to turn on the bench when you bypass the relay. Actually overall it is a lot easier to bench test it instead since ford put the relays on the starters like everyone else.
I have had my F250 for around 20 years now, I have let it sit for 2-5 years at a time, and after the 5 year sit I had to pull the starter and tear it down and clean it up.
I just drove it (the F250) for the first time in almost a year, and it was pretty creaky as the rusted/unused joints/brakes all had to get into the swing of being in motion again. I try to start stuff and give them all at least a few miles once a month, but sometimes life gets in the way.

Situation update
Went and inspected all the fuses and relays ebything looks good . Charged up the battery and hit it with some starting flluis which injust went and got and it sounded like it was going to start then it went back to just cranking. Once the battery loses some juice the starter relay and the throttle body start clicking

The discoloring is normal when gas sits past its usable date, I found a can that got tucked away in the barn that had to be 10 years old. Looked and smelled like varnish, and would not ignite even with a torch to it.
Sounds like the battery is on the way out, have it tested. Also if the gas was 5 years old sitting in the lines I am going to guess the injectors are gummed up. The fuel lines would be a little gunked up, but that is easier to clean/fix with additives added during regular fill ups once it ia running again.
Pull those injectors and give them a good long soak, and get the battery load tested. That would be my next steps going by the info provided.

Is the starter motor turning on command or not?
That is a pretty simple wiring circuit.
There is no PATS starter disable on that vehicle so if the starter motor doesn't turn it is a wiring fault, dead battery, bad starter relay, bad starter motor, etc. or an aftermarket alarm. Rodents can do a lot of wire chewing in 5 years.
If it is a PATS issue, there will be a BCM code set. Scan it with Forscan to read the codes.
