Should be located in the steering wheel. Odd that the servo and cable is connected and located under the hood.
Perhaps the steering wheel has been swapped out or the truck was just basic from the factory.
Do you have power locks and/or windows? A/C?

He wouldn't have a servo if the truck didn't have cruise control, someone probably switched out the wheel. Should just need to plug in a cruise control horn pad for it to work...

I figured if it was there, then it had to be factory installed. As LSCRX stated, just swap the steering wheel with one that has the cruise buttons and horn.
