I don't know how much skill as a welder you have. Those guys at the muffler shops get darn good with all the practice they get.
Just don't burn up your dad's pickup in the process.
Unless you get real tricky with bolted flanges (that will probably leak) you will end up in most cases making it impossible to remove the transmission without cutting the balance pipe. This is no big deal, as it only takes a minute for a good welder to weld it back again.
I've heard that the closer the balance tube is to the manifold outlets the more effective it is. I've seen most of them go across right behind the clutch or converter housing area.
They do work. You can expect maybe 2-horsepower increase and usually a quieter exhaust sound.
Thank you BobJonesSpecial, that helps me more than the muffler shops around here. All they would tell me is, bring it in and we could do it for about $125.00 to install something that I can instal myself. I do have a welder now, and I am a sertified welder through the highschool.
Thanks again Hotshot
