The last few times I tried to drain the separator I got little or nothing out the drain line. The last time I even had to remove the filter cover to get the drain to work. The lever would rotate, just nothing would come out the drain line. Once the cover was off it drained fine. Has anyone else had this problem?
Yes. Some will recommend that you drain the fuel bowl with the engine on. There's absolutely no reason to do this and it isn't as safe as doing it with the engine off. Every time I drain my fuel bowl I unscrew the lid. Since the fuel bowl is sealed, you need to let some air in through the top to allow the fuel to move.
I was told to open the drain lever, then turn the key on for 5 to 10 seconds, than off again, and close the lever. This works good for my '99 with electric fuel pump.
When I open the valve, if nothing comes out, I leave the valve open and "bump" the starter once, and the juices start flowin'. As recommended above, don't run the engine while draining.
It's on top of the engine, right under the plastic cover that says "PowerStroke". For your first time, you might want to remove the plastic cover to help you see what you are reaching for back there. After you do it once, you'll be able to reach the lever without removing the cover.
Most people suggest draining the water during each oil change.
I just had to replace the fuel heater that is located in the bottom of the filter / seperator canister. There is a space of about an inch deep under what looks like the bottom of the canister there was a lot of gunk down there! I drain the water every time I change the oil. If your having trouble draining the drain hole 9less than 1/4" may be clogged.
When I drain mine the diesel runs all down the side and all over the driveway. I put a oversized drain pan under there in a failing attempt to catch it all. Im I doing something wrong here? Is there a better way?
I've been thinking about extending the line over to my driver's side leaf spring so I can use a small can to catch the cup and a half of fuel... too lazy, but now that winter is here...

I did that the first time too. I have to admit though, it looked pretty cool watching the water bead up over the surface of the fuel as it ran down my drive way. (yeah, I know....I'm pretty sick.)
Take a small piece of fuel line and keep it with your oil changing stuff. During every oil change, slide the hose (fuel line) over the tubing and let the fuel drain into the oil drain pan. I drain out the whole cup or two that is in the fuel filter.
